otorgada al Outsourcing"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">En la pasada sesi\u00f3n plenaria de la c\u00e1mara de diputados, la Comisi\u00f3n Permanente del Congreso de la Uni\u00f3n discuti\u00f3 y aprob\u00f3 distintos asuntos, entre ellos el tema presentado el 22 de julio referente a reformar los art\u00edculos transitorios primero, tercero, cuarto, quinto sexto y s\u00e9ptimo del <a href=\"https:\/\/www.facturando.mx\/blog\/index.php\/2021\/05\/07\/cambios-realizados-a-la-subcontratacion-de-personal\/\" target=\"_blank\" rel=\"noreferrer noopener\">decreto en materia de subcontrataci\u00f3n laboral<\/a>, publicado en el Diario Oficial de la Federaci\u00f3n (DOF) del 23 de abril de 2021.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Nueva vigencia<\/strong><br>Con lo anterior, se autoriza ampliar los plazos al 1 de septiembre de 2021, para que las empresas que proporcionan servicios de subcontrataci\u00f3n cumplan con:<br><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>La obligaci\u00f3n del registro en el <a href=\"https:\/\/www.facturando.mx\/blog\/index.php\/2021\/06\/01\/registro-en-el-padron-de-servicios-especializados\/\" target=\"_blank\" rel=\"noreferrer noopener\">REPSE<\/a> por parte de la Secretar\u00eda de Trabajo y Previsi\u00f3n Social (STPS).<\/li><li>La entrada en vigor de los aspectos fiscales (deducciones, acreditamientos, etc.).<\/li><li>Las empresas que operan bajo un r\u00e9gimen de subcontrataci\u00f3n laboral tendr\u00e1n hasta el 1 de septiembre para traspasar a sus trabajadores al nuevo r\u00e9gimen de subcontrataci\u00f3n de servicios u obras especializados.<\/li><li>La obtenci\u00f3n de los registros patronales por clase, conforme a lo dispuesto en el segundo p\u00e1rrafo del art\u00edculo 75 de la ley del Instituto Mexicano del Seguro Social (IMSS) se amplia al 1 de septiembre de 2021, donde se podr\u00e1n dar de baja los registros patronales y de proceder solicitar al instituto se otorgue un nuevo registro patronal.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Con ello, se busca un trato justo a los empleadores sin dar cabida a que contin\u00faen las practicas abusivas o simuladas del
